The latest version of Movie Maker does let you have 2 layers of audio in addition to the original audio.

So you might have a video with audio (say of a car race with the sounds of the crowd and the engines).  On top of that you can add music and then also another layer of audio, say some narration or sound effects.

For this you need Movie Maker 2012 .  There you can add your music as normal (Home tab,
Add music).  But then there is another button for Narration.  You can also click on the drop-down arrow to the right side to add a sound file which might have another song, recorded speech, sound effects, etc.  In this latest
version, you can even add the audio from another video.  To do that, you click on the
Videos file type and pick the video.  Just its sound will be added.
